The Task Force on Shelter is established to develop standards for the provision of shelter and examine the need for, and feasibility and cost of, establishing state oversight of shelter. The Task Force is required to examine existing shelter policies and practices in shelters of all types, engage stakeholders, and make recommendations to the legislature regarding standards that will strengthen the shelter system and ensure that shelters have the ability and resources to provide safe and appropriate shelter services to those in need. The task force must submit an initial report to the legislature no later than February 1, 2022 and a final report no later than August 31, 2022. You can read the full authorizing legislation on the Revisor’s Office website (see article 6 starting on page 25).
The appointments process follows the Minnesota Open Appointments Act, which defines among other things how long pending applications can be considered for subsequent vacancies. Here’s the link to the Act: Sec. 15.0597 MN Statutes. Current membership of the Task Force can be found on the Secretary of State’s website.
The next meeting of the Task Force is scheduled for Monday, May 16, 2022, from 1:30 – 3:30 p.m. The agenda and meeting materials will be posted here within one week of the meeting. All meetings of the Task Force will be open to the public. Watch the livestream of the meeting on YouTube – please note the video may not appear until the meeting start time.
Note: The Task Force on Shelter may conduct this meeting by telephone or electronic means, if the conditions of Minn. Stat. 13D.015 or 13D.021 are met. The Task Force on Shelter will, to the extent practical, allow a person to monitor the meeting electronically and may require the person making a connection to pay for documented marginal costs that an agency incurs as a result of the additional connection.

Stakeholder engagement
The task force is planning to engage stakeholders again later in 2022 about draft standards for shelters and possible state oversight. If you’d like to be notified about those stakeholder engagement opportunities, subscribe to our stakeholder email list. On the subscription page, fill in the required fields and select “Submit.” We will only email you about stakeholder engagement opportunities, and to share our final report with you.
