The Minnesota Interagency Council on Homelessness is developing a justice-oriented statewide plan to prevent and end homelessness and has contracted with Rainbow Research to support the first phase of the work. The first phase is focused on developing an operational definition of housing, racial, and health justice for people experiencing homelessness. These definitions will drive the second phase towards specific and impactful actions. MICH and Rainbow Research are committed to centering the voices of people who have experienced homelessness throughout the process.
